Senegal's Social Forum and CONGAD (a council of non-governmental groups supporting economic development) met in Dakar on 17 January 2008 to form a committee to write a Blue Book, an assessment of the country's potable water and sanitation sector and progress towards achieving the MDGs. The initative is supported by RADI and Eau Vive in partnership with the International Secretariat for Water (ISW).

The format for the Blue Books was devised by ISW. Three Blue Books were published in March 2005 for Burkina Faso, Mali, and Niger. Three other eastern African countries (Senegal, Guinea, Benin) are currently working on their Blue Books. There are plans have to extend the initiative to Latin America.
