The policies provide for a series of multi stakeholder forums at district, regional and national levels that bring together actors to share information, analyze performance of WASH services, and coordinate stakeholder actions to improve efficiency and effectiveness of WASH service delivery. However, the platforms have mainly been used for coordination, reporting, and information sharing.  The sector has not adequately explored the opportunity of using multi stakeholder processes for critical reflection on alternative solutions and innovations to address stagnation in access and functionality of rural water systems that have hovered around 82% and 65% for the last 5 years (MWE 2012).

There are islands of success at the district level where District Local Governments (DLGs) and local Non Governmental Organizations (NGOs) have been proactive in devising innovative approaches to improve operation and maintenance of water systems. Kibaale district ,in western Uganda, provides a case where the Hand Pump Mechanic Association (HPMA) improved responsiveness of mechanics to break down of hand pumps and contributed to improved functionality from 83% in 2007/8 to 100% in 2010
