Abstract

This report examines the issues related to the operation and maintenance (O&M) and cost recovery in rural water supply and sanitation programmes. It specifically looks at how the beneficiaries can be involved. As well as reviewing traditional strategies, the paper also examines ways in which maintenance could be privatized, and small businesses or co-operatives set up to run such services. Chapter 1 reviews the experiences of UN and other agencies in O&M of water projects. Chapter 2 examines ILO's Special Public Works Programme (SPWP) approach to O&M Chapter 3 discusses the promotion of private sector involvement in O&M Chapter 4 summarises the main issues and gives recommendations.
