Abstract | This paper examines the decentralization of water supply and sanitation services. It aims to provide guidance to project designers and implementors on the design and implementation of decentralization programmes in the water and sanitation sector. The central premise of the paper is that successful decentralization requires redefining central government functions and strengthening local or provincial structures. The paper endeavours to: a. define decentralization in the water and sanitation sector; b. determine the key sectoral and contextual issues to be assessed before designing a decentralization programme; c. discuss the major elements necessary in a decentralization programme; and, d. provide guidance on the implementation of a decentralization programme. The paper covers urban and rural water supply and sanitation, as well as peri-urban services. |
