Abstract

Proceedings of the Indian National Seminar on Rural Sanitation in September 1992 in New Delhi. The Seminar emphasised the need for active involvement of the community and NGOs and the need to limit the role of the government to one of promoter and facilitator. Subsidies should be limited to those who do not have the means to finance their own latrine. The need to give sanitation a wider meaning than merely constructing latrines was put forward. Sanitation should cover personal hygiene, home sanitation, safe water, garbage disposal, excreta disposal, and wastewater disposal as well. Apart from a report of the sessions (giving a summary of the speaker's papers) and the discussions, the proceedings contain 12 annexes (recommendations, discussion topics, and speeches of ministers).
