Abstract

This report provides a summary of the experience gained in the water resources field by the United Nations Department for Development Support and Management Services (DDSMS) and its predecessors over the last 30 years. Parts of a longer report prepared for the United Nations Development Programme (UNDP) covering a number of case studies of countries in Africa, the Caribbean, The Middle East, South America, as well as China, India and Pakistan were also used to prepare this paper. The report presents the history and background of DDSMS and its involvement in the normative activities of the United Nations defining global development policies and implementing technical cooperation projects and programmes in the field. Issues given special attention include: the socio-economic dimension of water resources, capacity building, sustainable development and the environment, water legislation and the optimal use of water resources. The role of DDSMS in assisting developing countries to develop their own capacity in all relevant aspects of surface and groundwater resource development and use is also described. Lists of UNDP financed water projects, current UNDP financial projects in water resources, and publications are given in annexes.
