Abstract

This paper highlights the problems for operation and maintenance in Latin America, where changes to an adjustment policy have not been reflected by a corresponding change of the institutional framework of the sector. It is suggested that there are two ways to address the problem: a. transfer institutional operations fairly rapidly (i.e. to the private sector); b. carry out a radical modification of the sector (jett soning many institutions). The change in policy it is predicted will also be reflected by a change in Latin America's water consumers' attitudes to water.
