Abstract

This guide helps policy makers and planners improve sanitation services in urban areas in developing countries. It draws especially on examples from South Asia, in particular from a pilot strategic sanitation exercise in Bharatpur, Rajasthan, India, in 1998. The guide is divided into three main parts. Part A provides an introduction to sanitation problems and how they have been tackled in the past, and describes a strategic approach to sanitation planning. Part B deals with policy development and implementation, participatory sanitation planning at the municipal level, and demand responsive approaches at the local level. Part C contains a set of planning tools, training modules, and a section on references and other sources of information.
