Abstract

(See for Spanish abstract below)
Monitoring is an activity of great importance in managing a water supply system. It allows identifying problems when they are still small and taking action in order to avoid that these become a threat to the sustainability and quality of the water supply service. This importance has been recognised in the legal and institutional framework for water supply in Colombia. These define and specify clearly roles and responsibilities at three different management levels: internal control within the Water Committee, monitoring by the users and control by government agencies.
For the case of the El Hormiguero community, the quality of service delivery was analysed and the role of monitoring in this. It was analysed to what extent monitoring activities were effectively carried out and what limitations and difficulties are in doing these activities. Based on that, actions for direct improvement have been identified next to the first steps in the establishment of a systematic monitoring system, with responsibilities for different stakeholders. It is recommended that such monitoring systems are established in other community water supply systems as well and that the process of establishing is organised around the solving of immediate problems in order to make the process more tangible and output-oriented.
