Abstract

This paper investigates issues related to the aggregation of small and medium-size towns for the provision of water supply and sanitation services. “Aggregation" is defined as the grouping of several municipalities into a single administrative structure for the provision of a particular service.This paper analyzes when WSS service aggregation may be considered as a way to improve service effectiveness and what are the main drivers and   constraints to such processes. It demonstrates that experience with aggregation is rich and abundant and describes the policy lessons from such experiences. Aggregation reforms are likely to become increasingly needed, for reasons internal or external to the WSS sector. Policy guidance will be required to explain the potential benefits of aggregation and identify potential constraints.
