Abstract | This toolkit is an introduction to the central role played by policy, law and institutions in designing and implementing good governance for water resources. It recommends a process of reform beginning with a vision for the future that will result in increased water security. It outlines the necessary steps to reform water governance and the enabling environment required for its implementation, including useful mechanisms for incorporating environmental considerations into water laws and policies. The book includes examples of success stories from around the world. Key messages of the book are: Effective reform depends on water governance capacity; Water policy should be based on a vision and strategic planning; Good water laws provide a structure for effective water management; Well set-up river basin institutions are the key for national water management; and Water governance capacity must be enabled. The book is divided in five chapters dealing with these key messages. It is intended for use by water professionals, working in water management, who do not have a law background. |
