Abstract

This paper provides a review of the literature on the private sector options for peri-urban and rural water services in developing countries.

It first looks at promising examples of ventures of large international private operators in the peri-urban areas of Buenos Aires (Argentina), La Paz – El Alto (Bolivia), Manila (Philippines), and Abidjan (Côte d’Ivoire). This is followed by a discussion on the comparison between private and public operators and the important of regulation.

The second section examines the experiences of small private providers, discussing the different types of services that they provide and comparing this with community-based operations. Case studies of small private water providers (SPWPs) are presented from Paraguay, Viet Nam, Uganda and Mauritania. Issues regarding pricing, water quality and regulation are briefly reviewed.

The paper ends with a call for a mid-scale private sector and new approaches that would lead to formalising and better regulation of SPWPs.
