The 12 key steps are identified as follows: Preplanning; Capacity building; Baseline data collection and analysis; "Whole System in a Room" multi-stakeholder meeting; Develop a plan and budget; Kebele (larger village) ignition and action; Gott (50-house village) ignition and action; Promoting a range of WASH technology options; WASH institutional ignition, focusing on WASH Friendly Schools; Multiplying the message through communication and media; Supportive supervision, monitoring, and reporting; and Evaluation and rewarding. With this book the Woreda WASH Team can help people change unsafe behaviour and bring about a cultural transformation in basic hygiene and sanitation.
