Abstract

This document is a guide for the WASH Sustainability Index Tool which was developed in 2012 during an evaluation of the first phase pilot partnership between the United States Agency for International Development (USAID) and Rotary International. The objective of the Tool is to enable a quantitative assessment of the likely sustainability of WASH interventions using a range of both quantitative and qualitative indicators. The Sustainability Index Tool is a general monitoring or process assessment tool, rather than being designed for impact evaluation. It is designed to assess the extent to which crucial sustainability criteria are being met across a range of indicators grouped under five main areas or factors : institutional, management, financial, technical and environmental.
