In 2016, the Policy and Operations Evaluation Department (IOB) of the Netherlands Ministry of Foreign Affairs published a critical evaluation on the impact of phasing out bilateral aid in a number of partner countries. The lessons learnt from this evaluation are important, as by 2020 Dutch bilateral aid to three more countries (Ghana, Kenya, and Indonesia) will end.

These are all water partner countries of the Netherlands. Therefore the Dutch water, sanitation and hygiene (WASH) sector needs to think about strategies to sustain the results that have been achieved in decades of aid to the WASH sector in these countries. Most likely, domestic public finance will be needed to avoid a financial gap.

On 31 May 2017, Max Foundation and IRC are organising a joint event in The Hague on exit strategies in the WASH sector. Keynote speaker will be Pim van der Male, Senior Policy Officer WASH at the Ministry of Foreign Affairs of The Netherlands.
