Abstract

This Guidebook is designed as a practical methodology to help countries diagnose integrity risks in the public procurement system and processes, as well as to indicate proper actions to mitigate them. In addition, the Guidebook is designed to help governments in the region upgrade their procurement systems during the Second Review Cycle of the UN Convention against Corruption (2017-2021).

The Guidebook was developed building on the experience of UNDP in the region with helping governments mitigate integrity risks in procurement. The methodology was successfully piloted in 2014 upon the request from the Government of Thailand to assess integrity risks in public procurement to help reform its public procurement system and step up its efforts against corruption.

The Guidebook builds on the lessons learned from various countries around the globe and provides a user-friendly point of reference to navigate through existing international standards, good practices and tools prepared by international organizations, such as UNDP, the United Nations Office on Drugs and Crime (UNODC), the Organization for Economic Co-operation and Development (OECD), the United Nations Commission on International Trade Law (UNCITRAL), the World Bank, and Transparency International (TI).  [publisher summary]
