Abstract

There is a legal and political framework supporting the "Leave no one behind" principle: the rights to water and sanitation, and the UN Sustainable Development Goals (SDGs). Related concepts are social inclusion and the participation ladder. Social exclusion and inequality in the water, sanitation and hygiene (WASH) sector manifest themselves at different geographical and social levels. The human rights framework defines the legal rights and responsibilities especially for states, while there are no legal binding obligations for non-state organisations.
