Abstract

Indonesia has adopted Community Led Total Sanitation (CLTS) as the national approach to sanitation. STBM (Sanitasi Total Berbasis Masyarakat = Community Based Total Sanitation) is the national policy on comprehensive hygiene and sanitation.

This guidebook is a record of the journey of the implementation of the Sustainable Sanitation and Hygiene for Eastern Indonesia (SEHATI)  programme in its 3 years of implementation. It describes in detail each stage taken by SEHATI to implement the 5 pillars of the STBM approach in its entirety and gradual nature, starting from its initiation (starting up), implementation, monitoring and evaluation stages.

Many experiences and learnings will be presented in this book. How SEHATI applies the principles and norms of fulfilling human rights, gender equality and social inclusion in the planning, implementation and evaluation processes will also be briefly described. The book starts off with the theory of change and the approach.
