Abstract

This handbook is a call to action for ministers of finance, with inspirational case studies and forward-looking sector perspectives. It is part of an initiative by the Sanitation and Water for All global partnership to provide succinct insights and curated knowledge to ministers working in the water and sanitation sector.

The handbook begins with providing a background to the water and sanitation sector and the financing gap. It then identifies four target areas for finance ministers' support: (1) maximize value from existing public funding; (2) mobilise more funding; (3) increase repayable domestic finance; and (4) encourage innovation and least-explored new approaches. Each of the four areas highlights short case studies from different regions including Africa (Burkina Faso, Kenya, Mali, Mozambique and Rwanda), Asia and Oceania (Cambodia, India, Indonesia, Kiribati, Philippines and South Korea), South America (Argentina, Chile, Colombia, Costa Rica and Peru,) and Eastern Europe (Bulgaria and Czech Republic). The handbook concludes with an overview of which areas finance ministers should focus on and a call to action.
