Abstract

This policy brief focuses presents the findings an assessment of hand hygiene policies and budgets In Odisha commissioned by UNICEF India and carried out IRC with support from the Centre for Budget and Governance Accountability (CBGA) and the Centre for Youth and Social Development (CYSD). The assessment focussed on four departments in Odisha: Panchayati Raj and Drinking Water; Health and Family Welfare; School and Mass Education; and Women and Child Development and Mission Shakti. The brief provides key recommendations for the Odisha state government from a systems perspective focussing on five building blocks: policy and legislation, finance, institutions, monitoring and infrastructure and separately for each of the five departments focussing on one or more of the building blocks..
