Abstract

This set of tools, available in English and French, supports local government authorities in planning and budgeting for sustainable water services for the entire population in the district. Achieving this, requires that all costs related to service delivery are considered. This includes costs for implementation of infrastructure, costs for operation and maintenance, costs related to administration and support and costs to replace the infrastructure. These tools help you to analyse costs related to each category and can be used to generate an analysis of the gap between ideal and available finance. The set includes: an Assumptions Sheet; Asset Analysis Tools; Infrastructure Costing Tool; Direct Support Cost Tool; and a Gap Analysis Tool.
